Kentucky to Iowa: general contractor license reciprocity
Kentucky does not issue a statewide general contractor license, so there is nothing to transfer. Here is Iowa's standard path for out-of-state applicants.
Your origin state does not issue a statewide license at this level, so there is no license to transfer. The destination's standard out-of-state path is shown; expect to meet it in full.
Reference only, not legal advice. Rules change; confirm with the licensing board before you apply. Full disclaimer.
Everyone registers the same way; an out-of-state contractor license transfers nothing
Your out-of-state credentials give no advantage. You meet the destination's requirements from scratch.
A commercial or general contractor licensed in another state gains nothing from that license in Iowa and loses nothing by not having one. DIAL does not evaluate out-of-state credentials for contractor registration, publishes no reciprocity or endorsement route, and has nothing to waive, because Iowa holds no contractor examination and sets no experience requirement. Iowa is not one of the state agencies that accept the NASCLA Accredited Examination for Commercial General Building Contractors, for the same reason. The one way an arriving contractor is treated differently is the bond: a business whose principal place of business is in another state must file a continuous $25,000 surety bond on DIAL's bond form, from a surety licensed in Iowa, or show that the Iowa Department of Transportation has prequalified it to bid on department projects. A branch office in Iowa does not change that, and every out-of-state subcontractor registers and bonds separately rather than working under the general contractor's registration. Otherwise the route is identical for everyone: get an Iowa unemployment insurance employer account number, file the workers' compensation certificate naming DIAL as certificate holder or a statement that coverage is not required, file the application with the ownership and business details, and pay $50 for a year or $150 for three. The number is issued within 30 days, and no work may start before it arrives.
Whether a business is out-of-state for bonding purposes turns on the seven factors in 481 IAC 465.2 - where the home office is shown on government filings, where payroll is prepared, where business is transacted, where the officers or owners live and work, where the bank accounts are, where fixed business property is, and where management decisions are made - rather than on where the company is incorporated. The $25,000 figure is a tax and unemployment-contribution guarantee running to the State of Iowa, not a measure of capacity or a performance bond, so a commercial contractor will still need separate bid, performance and payment bonds by contract or under the public works statutes. DIAL may require a larger bond after a hearing if the department of revenue or DIAL finds the state's tax exposure greater than the bond. Working or bidding without a registration draws a citation of up to $500 for a first violation and up to $5,000 for each later one, with 15 working days to contest before the employment appeal board. What you must already have
- Registration is required of every contractor doing business in Iowa that earns at least $2,000 a year from construction, including out-of-state businesses, joint ventures, construction management firms, design-builders and every subcontractor on the job.Iowa Code 91C.1(1)(a) and 91C.2; 481 IAC 465.1 and 465.3. The scope of 'construction' comes from 871 IAC 23.82(96), which covers building construction, land subdivision and development, heavy construction such as highways, power plants and pipelines, and special trade contracting, and which names general contractors, design-builders, engineer-constructors, joint-venture contractors, turnkey construction contractors and construction management firms.
- No examination result, trade experience, education, apprenticeship, reference or financial statement is asked for at any point, so an out-of-state general contractor license, a NASCLA examination transcript and documented years in business are all equally irrelevant to the decision. The conditions of registration are exhaustively listed at Iowa Code 91C.2 and the application contents at 481 IAC 465.4; neither mentions qualifications, competency or another jurisdiction's license.
- A contractor whose principal place of business is in another state must bond. Opening a branch office in Iowa does not make the business an in-state contractor if it is primarily based elsewhere, and the department applies a seven-factor test to decide.Iowa Code 91C.2(3) and 481 IAC 465.2 and 465.4(11). The alternative to the bond is a letter from the Iowa Department of Transportation confirming prequalification to bid on department projects under Iowa Code 314.1.
What you'll do to get licensed in Iowa
- 1Application fee. Pay the application fee ($50). Contractor registration fee: $50 per year, or $150 for a three-year registration, non-refundable. Registration renews annually, and a renewal form is sent by mail or email the month before expiry; renewing on time keeps the same registration number. A self-employed contractor who does not pay more than $2,000 a year to employ other people and does not work with or for other contractors in the same phase of construction is fee exempt and files a fee exemption form, which must be filed again at each renewal. Credit card and ACH payments are not accepted over the phone. A contractor registering through the Plumbing and Mechanical Systems Board's joint application pays a fee prorated to the length of that licensing period instead..
- 2Surety bond. Post a surety bond ($25,000). Out-of-state contractor bond: a $25,000 surety bond on DIAL's own bond form, from a surety company licensed to do business in Iowa, required of every contractor whose principal place of business is in another state, and of every out-of-state subcontractor in its own name. The bond is continuous until the surety cancels it on at least 30 days' written notice to both the contractor and DIAL, and guarantees payment of all taxes, unemployment compensation contributions, penalties, interest and related fees accruing to the State of Iowa from the work. Only the State of Iowa and its agencies may collect on it. DIAL may order the amount increased after a hearing where the state's tax exposure exceeds it. A contractor prequalified by the Iowa Department of Transportation to bid on its projects may file that letter instead. Release requires a written request from the surety and clearance from the department of revenue and the unemployment insurance services division..
- 3Insurance. Carry the required insurance. Workers' compensation: a certificate of insurance from the carrier showing the effective dates of coverage and naming the Department of Inspections, Appeals, and Licensing as certificate holder, filed every year. A self-insured employer files the commissioner of insurance's release under Iowa Code 87.11, and a contractor with no employees files a statement that it is not required to carry coverage. The insurer must notify DIAL of cancellation, the contractor must give DIAL ten days' notice before any change in coverage, and a lapse is grounds to revoke the registration after a fact-finding interview..
- 4Business license. Obtain a business license. An Iowa unemployment insurance employer account number from the unemployment insurance services division of Iowa Workforce Development, obtained before the registration application is filed. It is required of in-state and out-of-state contractors alike, even those with no employees. The application also needs a federal employer identification number for a business entity, or the owner's Social Security number for a natural person, and the business's NAICS code or a description of its principal products and services..
- 5Other. The registration application, filed through DIAL's online contractor registration portal or on the department's paper form, giving the business name, the mailing address of the principal place of business, the business telephone number, the entity type and the name, address, telephone number and position of each corporate officer or each owner. The registration number - the letter C followed by six digits - issues within 30 days of a complete application, is a public record, and must be obtained before any construction work is performed in Iowa..
- 6Other. Separate trade licensing where the work calls for it. Registration does not authorize plumbing, mechanical, HVAC, refrigeration, sheet metal or hydronic work, which needs a contractor license from the Iowa Plumbing and Mechanical Systems Board under chapter 105 - obtained on a joint application that issues the contractor registration number at the same time - or electrical work, which needs a license from the Iowa Electrical Examining Board under chapter 103. Asbestos, lead-based paint, elevator, boiler, alarm system and fire protection system work each carry their own DIAL credential. A general contractor usually meets these by subcontracting to, or employing, the appropriately licensed firm..
- 7Other. Registration before permits and before public contracts. A state or local official may not issue a building permit, certificate or authorization to a contractor who is required to hold a contractor registration number and has not obtained one, and a contractor who is not registered may not be awarded a contract to perform work for the state or a state agency. DIAL also directs contractors to contact the city or county government for each project to confirm local requirements, and the Iowa Department of Revenue publishes the sales and use tax rules that apply to construction contractors..
Published fees on this path total $50, excluding exam-vendor fees, bonds, and insurance.

How Iowa licenses general contractors
Iowa general contractor · “Construction Contractor Registration”
Statewide license
Issued by Iowa Department of Inspections, Appeals, and Licensing (DIAL), Contractor Registration
Iowa's commercial and general building tier is the same credential described at the residential level: a single construction contractor registration with the Department of Inspections, Appeals, and Licensing, with no classes, no letters, no monetary limits and no separation between house and commercial work. Iowa does not license general contractors at all. Chapter 91C of the Iowa Code and 481 Iowa Administrative Code chapter 465 set out the whole of what registration takes, and they contain no trade examination, no business-and-law examination, no experience requirement, no net worth or financial statement test, no continuing education and no qualifying party. The scope is set by the employment security definition of construction, which covers building construction, heavy construction such as highways, power plants and pipelines, and every special trade, and which names 'general contractors, design-builders, engineer-constructors, joint-venture contractors, and turnkey construction contractors' among the establishments it reaches. Registration is held by the business, and a joint venture registers as an independent entity in its own right. What the state verifies is compliance rather than competence: an Iowa unemployment insurance employer account number, workers' compensation coverage or a statement that it is not required, a $50 annual fee, and a $25,000 surety bond from any contractor whose principal place of business is outside Iowa. Registration matters commercially as well as legally - a building official may not issue a permit to an unregistered contractor, and an unregistered contractor may not be awarded a contract for work for the state or a state agency. Iowa's real competency licenses are in the trades: electricians under chapter 103 and plumbing, mechanical, HVAC, refrigeration, hydronic and sheet metal contractors under chapter 105.
Why Kentucky has nothing to transfer
Kentucky general contractor · “General or commercial building contractor license or registration (city- or county-issued)”
Licensed by cities and counties
Issued by No state authority; cities and counties license or register commercial building contractors
Kentucky has no statewide general, commercial or unlimited building contractor license, so there is nothing at state level for an out-of-state general contractor's license to transfer into, no qualifying party to designate with the state and no NASCLA route to take. The Department of Housing, Buildings and Construction licenses the trades instead - its home page says it "licenses/certifies plumbers, electricians, boiler contractors, sprinkler and/or fire alarm contractors and building inspectors", and 815 KAR adds HVAC licensing, elevator safety, boilers and pressure vessels, manufactured homes and home inspectors, with no chapter for building contractors anywhere in the title. Commercial building is controlled through local permitting, and the requirements are administrative rather than technical. Louisville Metro issues a Building Type A - Commercial license for $125 a year on a liability certificate, a workers' compensation filing and a Jefferson County occupational license number, with no exam and no bond. Lexington-Fayette registers a general contractor who "performs commercial, industrial, public works, and/or residential construction of larger than four-family homes" under its Contractors Registration Ordinance, and unregistered contractors cannot obtain building permits there. Bowling Green and Warren County run a joint Contractors Licensing Board whose $250 General Contractors License covers construction management and permit pulling, while telling applicants plainly that the license does not warrant that they are qualified. Owensboro and Covington require only an occupational business license and insurance. A commercial builder arriving in Kentucky therefore registers jurisdiction by jurisdiction and makes sure the plumbing, electrical, HVAC, boiler and fire-protection scope is performed under the correct HBC state licenses.
How local licensing works in Kentucky
How local licensing works. Kentucky has no state general contractor board, no state business-and-law exam for builders and no statewide reciprocity for commercial construction. Every rule that binds a general contractor is either a trade license from the Department of Housing, Buildings and Construction, the Kentucky Building Code in 815 KAR Chapter 007, or a local ordinance. Find the building department with jurisdiction over the site first, then register there before bidding. A registration in one Kentucky jurisdiction is worth nothing in the next, and an out-of-state general contractor license is worth nothing in any of them.
Louisville Metro (Jefferson County). The Office of Construction Review licenses building contractors for the merged city-county. License A covers "one or more permitted projects during a calendar year" and License B a single permitted project; the work scopes are Building A-Residential, Building A-Residential/Commercial, Building A-Commercial and Building B. Building Type A is "for building contractors seeking to obtain multiple permits within Louisville Jefferson County" at $125 a year on a term running 1 January to 31 December; Building Type B is $50 and is limited to one permit per person or company per renewal year. The filing is a certificate of liability insurance with the Office of Construction Review as certificate holder, workers' compensation and unemployment insurance or a notarized affidavit where the contractor has no covered employees, an Occupational License Number from the Revenue Commission of Jefferson County, and the application through the Metro business portal. The six-hour continuing education requirement attaches to the scopes that include housing - Building A-R, Building A-RC and Building B - so a contractor registered purely as Building A-Commercial is the one building class without it. Renewals must include a subcontractor list. There is no exam, experience review, bond or financial statement on any building class. 444 S. 5th St., Suite 100, (502) 574-3321.
Lexington-Fayette Urban County. The Division of Building Inspection registers every contractor under the Contractors Registration Ordinance, and "unregistered contractors cannot obtain building permits." The commercial class, under Ordinance 5-90(a)(1), is the general contractor, who "performs commercial, industrial, public works, and/or residential construction of larger than four-family homes (4-plex); and may supervise, arrange, and/or perform wholly or partly more than two building trades or crafts." A firm that concentrates on one or two trades registers as a specialty contractor instead. The filing is a Home Office Certificate ($10) or Certificate of Occupancy ($25) where the business address is in Fayette County, an occupational business license from Revenue, general liability and workers' compensation insurance with LFUCG named as certificate holder, and the online Contractor Registration Application with those two documents uploaded. No exam, experience or bond is required. The published Building Inspection fee schedule covers permits and lists no contractor registration fee, so confirm the amount with the division. 101 E. Vine St., (859) 258-3770.
Bowling Green and Warren County. One joint Contractors Licensing Board serves the city and the county under Ordinance 91-58 WC and Ordinance 91-25 BG. The General Contractors License, $250 and non-refundable, is required of anyone "doing any type of general contract work in Bowling Green / Warren County including pulling permits for building or remodeling, construction management, or if you would have two or more subcontractors per job." The Specialty Contractors License is $100 and covers subcontract work or a job with at most one subcontractor. Insurance is the substantive test: a certificate naming the board as certificate holder with general liability of at least $100,000 per occurrence, workers' compensation shown on the certificate or a notarized Affidavit of Exemption, and a notarized Partnership Agreement for partnerships. Licenses are non-transferable, renewals are annual and pro-rated mid-year, and a change of ownership voids the license. There is no exam or experience requirement; the board states that it "does not warrant that you are otherwise qualified to perform your trade or specialty by the issuance of its license." A city occupational license is needed for work inside Bowling Green and a county one for work outside it. 1141 State Street, Suite 200, 270-781-3530.
Owensboro and Daviess County. There is no contractor license here. The Owensboro Metropolitan Planning Commission's Building & Electrical Division issues building, electrical, HVAC, sign and parking lot permits and certificates of occupancy for Owensboro-Daviess County under the Kentucky Building Code and the National Electrical Code, and issues no contractor credential; demolition permits come from City of Owensboro Public Works. A commercial builder registers with the city's Occupational License Division before doing business inside the city limits, with a minimum license fee of $75 at registration. 101 East 4th Street, 270-687-5600.
Covington and Kenton County (Northern Kentucky). Planning and Development Services of Kenton County is the building department, and it requires that "all contractors must obtain and maintain a Kenton County occupational license and provide proof of Kentucky workers' compensation insurance coverage", plus the HBC state license "for electrical, HVAC, plumbing, and fire suppression work", with copies of all of it on file "before any permits can be issued." There is no general contractor license, exam or bond. In Covington a zoning permit precedes the building permit, and a certificate of appropriateness is needed first inside a historic preservation overlay. PDS, 1840 Simon Kenton Way, Suite 3400, Covington, 859-331-8980.
What does and does not travel. An out-of-state general contractor license, a NASCLA Accredited Examination and out-of-state project experience carry no weight in any Kentucky jurisdiction, because none of them tests or qualifies commercial builders. Kentucky is not a NASCLA participating state, and no Kentucky city on this page accepts an examination in place of its own filing. What does matter is holding, or employing someone who holds, the Department of Housing, Buildings and Construction license for each state-licensed trade in scope - plumbing, electrical, HVAC, boilers, fire sprinklers and fire alarms - because those licenses are statewide, are the only Kentucky construction credentials with reciprocity rules of their own, and are separately demanded by several of the local building departments above.
- Louisville Metro / Jefferson County (Office of Construction Review - Building A-Commercial licenses)
- Lexington-Fayette Urban County (Division of Building Inspection - general contractor registration under Ord. 5-90(a))
- Bowling Green and Warren County (joint Contractors Licensing Board - $250 General Contractors License)
- Owensboro and Daviess County (Owensboro Metropolitan Planning Commission - permits only; city occupational license)
- Covington and Kenton County (Planning and Development Services of Kenton County - occupational license and insurance only)
