Licensure by endorsement from Michigan

The board reviews your out-of-state credentials case by case. Some exam is usually still required, often only a law or code exam.

DOPL’s Endorsement to Utah: Contractor map shows Michigan in green, meaning the Division has determined that Michigan issues a contractor license equivalent to a Utah one. A qualifier who has held such a license for at least one year, whose scope of practice is similar to the B100 General Building Contractor classification, and whose license is active and in good standing may be licensed by endorsement under Utah Code 58-1-302. Endorsement clears all three competency steps at once: the application states that an applicant who qualifies by endorsement needs no additional courses or examinations, so the 25-hour and five-hour pre-licensure courses, the two-year experience requirement and the Utah Contractor Business and Law examination all fall away. Everything else stands. The applicant files official verification of the out-of-state license showing ownership information, and at least 50 per cent of the ownership proposed for the Utah license must match the ownership of the license being used for endorsement, with no more than half the ownership having changed in the past year. General liability insurance, workers’ compensation cover or a Labor Commission waiver, Utah Division of Corporations registration, an EIN, the financial responsibility questionnaire, criminal background checks and the application fees all apply exactly as they would to any other applicant.

The map names no Michigan license type, and unlike DOPL’s plumber and electrician maps it names no origin license titles at all, so the Division matches the scope of practice on the license presented against the Utah classification requested. Confirm with DOPL on (801) 530-6628 which classification your license will support before paying the fees, and note that a business entity registration, a workers’ compensation filing or an insurance registration from the origin state is not treated as a license for this purpose. The map was last updated on 21 September 2020; DOPL says it reviews other jurisdictions routinely and asks to be told directly of any change in a jurisdiction’s licensing law. Utah Code 58-1-302(4) also lets the Division refuse endorsement where it has reasonable cause to believe the applicant is not qualified or where there is previous or pending discipline on the license.

Utah licenses contractors statewide through the Division of Professional Licensing (DOPL) under the Utah Construction Trades Licensing Act, Utah Code 58-55, and Rule R156-55a, and it licenses by classification rather than by tier. The unlimited building classification is B100 General Building Contractor, which Utah Code 58-55-102(26)(a) defines as the construction of structures for the support, shelter and enclosure of persons, animals, chattels or movable property, and any component of that construction except plumbing, electrical, mechanical, elevator and manufactured housing work, for which a B100 must employ a contractor licensed in the specialty; a B100 building single-family or multifamily residences up to four units may do the mechanical work itself and employ a licensed plumber or electrician. A B100 license already carries every S-series specialty scope, so a general builder does not add S220 Carpentry and Flooring, S260 Asphalt and Concrete, S270 Drywall, Paint and Plastering, S280 Roofing, S310 Foundation, Excavation and Demolition, S330 Landscape and Recreation, S440 Sign Installation and the rest separately; it does not reach R200 Factory Built Housing, S700 Limited Scope, S510 Elevator or the E200, E201, P200, P201 and H100 trade classifications. Alongside B100 sit E100 General Engineering Contractor, for fixed works such as roads, bridges, dams and pipelines that need specialized engineering knowledge, and R100 Residential and Small Commercial Contractor, the homes-and-small-buildings classification. The license is issued to the business rather than to the person: the entity applies and names a qualifier, an owner of at least 20 per cent or a W-2 employee in a management position who is paid for at least 12 hours a week, and it is that qualifier who meets the course, experience and examination requirements and who may qualify no more than three licensees at once. There is no Utah trade examination for B100: the only DOPL examination is the Utah Contractor Business and Law exam. Licenses expire on 30 November of each odd-numbered year and renewal takes six hours of continuing education.

Michigan does not license general, commercial or unlimited building contractors. LARA's Bureau of Construction Codes reviews applications "for Boiler, Electrical, Elevator, Mechanical, Plumbing, Inspector/Plan Reviewer, Residential Builder" and nothing else, and the statute behind the builder license, Article 24 of the Occupational Code, reaches only a "residential structure" — a detached one- or two-family dwelling or a townhouse of not more than three stories. Apartment buildings, offices, retail, industrial and institutional projects fall outside it, so there is no Michigan license for an out-of-state general contractor license to transfer into, no qualifying party to register with a board, no state trade or business-and-law examination, and no NASCLA route: Michigan is not one of the agencies that accept the NASCLA Accredited Examination, and LARA's pages never mention it. What controls commercial work instead is the building permit. Local building departments enforce the state construction code and generally ask a commercial contractor to register with the city and to file plans sealed by a licensed architect or engineer, rather than to prove competency — Detroit's building department states plainly that "commercial construction does not require a licensed contractor to perform the work." Two things still bind statewide: anyone self-performing electrical, mechanical, plumbing, boiler or elevator work needs the matching LARA license for that trade whatever the building is, and any work on a one- or two-family dwelling or a qualifying townhouse needs the residential builder or M&A license, with unlicensed residential work drawing a civil fine of $100 to $500.

How local licensing works in Michigan

There is no local general contractor license in Michigan either. No Michigan city issues a general building or commercial contractor license won by examination. What cities operate is permit-time registration: they confirm who is responsible for the work, that the state licenses a trade contractor holds are current, and that tax and insurance details are on file. A registration in one Michigan city does not carry to the next, and none of them gives any weight to a contractor license held in another state. Find the building department with jurisdiction over the address first — in much of Michigan that is a township or county rather than a city — and ask what it registers before you bid.

Detroit. The Buildings, Safety Engineering and Environmental Department "requires contractors performing certain construction and maintenance work on buildings and lands within its borders to be licensed and registered," renewed annually, and contractors must connect their license account to their permit account in the city's Accela portal. The trades for which the Buildings Division runs its own qualifying examinations are awning erector; boiler and refrigeration; electrical journeyperson, master electrician and contractor; elevator operator, journeyman and contractor; sign erector; steeplejack; welder; window washer; and wrecking and demolition. There is no general or commercial building contractor examination on that list, and the department's own FAQ says that "commercial construction does not require a licensed contractor to perform the work (plans and drawings are required and must be sealed by a license engineer or architect)," while a contractor is needed to pull permits for commercial property or dwellings of two families and up. Residential work by a contractor needs "a State of Michigan Builder's License that is registered with the City of Detroit." Commercial plan review is quoted at up to 20 business days. Grand Rapids. The Development Center's rule is short: "if you have a State of Michigan license and want to apply for permits in Grand Rapids, you'll need to register it with the City," and the registration card follows by mail within about two weeks. The only credential the city issues itself is a boiler license. What actually travels. Nothing on the general side, because nothing is tested. The credentials worth carrying into Michigan are the trade licenses: an electrical, mechanical, plumbing, boiler or elevator license from LARA for self-performed work of that kind, and the residential builder or M&A license if any part of the business touches one- and two-family housing.
