Moving to Vermont as a general contractor: every state's rule

Vermont has no general, commercial, building or unlimited contractor license or registration. The Office of Professional Regulation's answer to the question is unambiguous: "I am a commercial contractor; do I need to register with OPR? No; but you are required to register if you accept a residential job where the estimated value is $10,000 or more inclusive of labor and materials." The only contractor entry in OPR's comprehensive list of regulated professions is the residential one created by Act 182 of 2022, so there is nothing at this level for an out-of-state general contractor's license to transfer into, no qualifying party, no classification or monetary tier, no trade or business-and-law examination and no reciprocity list - and Vermont is not one of the agencies that accept the NASCLA Accredited Examination for Commercial General Building Contractors. A commercial builder moving to Vermont deals with the local permitting authority for the project itself, and makes sure the plumbing and electrical scope is performed by people holding the licenses issued by the Department of Public Safety, Division of Fire Safety, which regulates those two trades rather than OPR. The state's other construction-adjacent credentials all sit with the Office of Professional Regulation: architects, professional engineers, land surveyors, landscape architects, property inspectors, wastewater and water system designers, well drillers and pollution abatement facility operators. Two things to watch: a commercial contractor who takes on a job on a building of four or fewer dwelling units worth more than $10,000 needs the residential registration for that work, and commercial building energy standards under 30 V.S.A. § 53 apply regardless.
