Maine to Alabama: residential contractor license reciprocity

Unlimited Home Builders License by examination (states with no exemption on the Board's list)
Your out-of-state credentials give no advantage. You meet the destination's requirements from scratch.
A residential builder arriving from a state that is not on the Board's short exemption list gets no credit for the license held elsewhere. The applicant entity files the notarized application, names its designated qualifying representative, pays the $100 processing fee and the $250 annual license and Recovery Fund fees in one $350 payment, orders a business-related credit report sent straight to the Board by the credit agency, files the entity certificates and proves citizenship or lawful presence. The qualifying representative then takes both Alabama Home Builders exams through Prov: the Skill exam (80 questions, four hours, 66% to pass, based on the 2015 International Residential Code) and the Business and Law exam (40 questions, two hours, 70% to pass). No Board authorization is needed to book the exams and a passing score stays good for three years. Alabama sets no minimum years of building experience, so documented out-of-state work neither shortens nor replaces any step. The Board says a complete file takes roughly three to four weeks and must be complete seven days before the Board meeting that reviews it.
Both Prov examinations are required on this path, and the Business and Law exam is never waived at any level. A license with limitation or limited to roofing skips the examination entirely, but its experience test is a business or occupational license as a contractor issued by an Alabama municipality, township or county, currently held or held within the year before the application, so an out-of-state local license does not open that route; the alternatives are a written recommendation from the holder of an unlimited home builders license in Alabama or any other state, or from a building official in Alabama or any other state. Licenses run for the calendar year and renew by November 30 for the following year, with six hours of continuing education. A general contractor license issued by the other Alabama board does not cover residential construction unless its number is below 18908, which means issued before the Home Builders Licensure Board was created in 1992.

There is no net worth or working capital minimum, but outstanding business-related collection or foreclosure accounts must not exceed $500 in total, and outstanding judgments, judgment liens or perfected liens must not exceed $500 in total ($1,000 where the matter is under dispute or on appeal), unless the applicant documents payment, a payment plan or the circumstances to the Board's satisfaction. Statewide license
Issued by Alabama Home Builders Licensure Board
Alabama licenses residential builders statewide through the Home Builders Licensure Board in Montgomery, which is a different agency from the Alabama Licensing Board for General Contractors that handles commercial work. A license is required to construct, remodel, repair or improve a residential structure where the cost of the undertaking including labor and materials exceeds $10,000. There are three tiers: a license without limitation (unlimited), which covers whole houses, work involving more than one trade and residential roofing; a license with limitation (limited), for single-trade work that is not a whole residence; and a license limited to residential roofing. The license is held by the business, not the person: an individual may be licensed personally, but a partnership, corporation, LLC or non-profit must name a designated qualifying representative who is a general partner, officer, member or manager and who personally meets the experience and examination requirements, so an inbound builder applies as or for the entity that will sign contracts. An unlimited license is earned by passing the Alabama Home Builders Skill exam and the Business and Law exam through Prov and by showing business-related financial responsibility through a credit report; Alabama sets no minimum years of experience. The Board publishes one reciprocity rule, naming five states whose residential licensees may skip the Skill exam.
Why Maine has nothing to transfer

No individual license at this level
Maine issues no residential building, home builder, remodeler or home improvement contractor license, and the Attorney General states the position without qualification: "in Maine, general contractors - and trades such as roofing and framing - are not licensed or regulated." What the state does license, through the Office of Professional and Occupational Regulation, is the skilled work inside the house - master, journeyman and apprentice electricians; master, journeyman and trainee plumbers; oil burner and solid fuel technicians and propane and natural gas technicians under the Maine Fuel Board; boiler operators; elevator contractors and mechanics; and manufactured housing dealers, installers and mechanics. A remodeler or homebuilder arriving from another state therefore has no Maine credential to apply for and nothing to transfer, and should instead register the business, ask the local code enforcement officer what permits the job needs, and make sure anyone self-performing electrical, plumbing or fuel work holds the matching Maine trade license. One consumer-protection statute binds every residential contractor even without a license: under the Home Construction Contracts Act, 10 M.R.S. ch. 219-A, any contract to build, remodel or repair a dwelling of three or fewer units for more than $3,000 in materials or labor must be in writing, signed by both parties, and must contain fourteen specified terms, including the statutory warranty, a down payment capped at one third of the contract price, written change orders, a dispute-resolution election and a copy of the Attorney General's consumer protection information on home construction and repair. A violation is prima facie evidence of an Unfair Trade Practices Act violation and carries a civil forfeiture of $100 to $1,000. A narrow license does exist for one selling method: a contractor who solicits or sells home repair services door to door in a municipality where the business has no permanent place of business must first obtain a Door-to-Door Home Repair Seller license from the Office of Professional and Occupational Regulation, which costs $30 a year plus a $21 background check and runs to April 30.
