Oklahoma to Alabama: residential contractor license reciprocity

No credit· Start overVerified September 17, 2026· 4 sources

Oklahoma does not issue a statewide residential contractor license, so there is nothing to transfer. Here is Alabama's standard path for out-of-state applicants.

Your origin state does not issue a statewide license at this level, so there is no license to transfer. The destination's standard out-of-state path is shown; expect to meet it in full.

Reference only, not legal advice. Rules change; confirm with the licensing board before you apply. Full disclaimer.

Unlimited Home Builders License by examination (states with no exemption on the Board's list)

Your out-of-state credentials give no advantage. You meet the destination's requirements from scratch.

A residential builder arriving from a state that is not on the Board's short exemption list gets no credit for the license held elsewhere. The applicant entity files the notarized application, names its designated qualifying representative, pays the $100 processing fee and the $250 annual license and Recovery Fund fees in one $350 payment, orders a business-related credit report sent straight to the Board by the credit agency, files the entity certificates and proves citizenship or lawful presence. The qualifying representative then takes both Alabama Home Builders exams through Prov: the Skill exam (80 questions, four hours, 66% to pass, based on the 2015 International Residential Code) and the Business and Law exam (40 questions, two hours, 70% to pass). No Board authorization is needed to book the exams and a passing score stays good for three years. Alabama sets no minimum years of building experience, so documented out-of-state work neither shortens nor replaces any step. The Board says a complete file takes roughly three to four weeks and must be complete seven days before the Board meeting that reviews it.

Both Prov examinations are required on this path, and the Business and Law exam is never waived at any level. A license with limitation or limited to roofing skips the examination entirely, but its experience test is a business or occupational license as a contractor issued by an Alabama municipality, township or county, currently held or held within the year before the application, so an out-of-state local license does not open that route; the alternatives are a written recommendation from the holder of an unlimited home builders license in Alabama or any other state, or from a building official in Alabama or any other state. Licenses run for the calendar year and renew by November 30 for the following year, with six hours of continuing education. A general contractor license issued by the other Alabama board does not cover residential construction unless its number is below 18908, which means issued before the Home Builders Licensure Board was created in 1992.

What you must already have

  • The Board must be satisfied that the applicant has the experience, ability, good character and willingness to serve the public required by Ala. Code § 34-14A-5. There is no published minimum number of years or hours of residential building experience for an unlimited license.

What you'll do to get licensed in Alabama

  1. 1Trade exam. Pass the destination's trade exam. Alabama HBLB Skill Exam through Prov: 80 questions, 4 hours, 66% to pass, open book against the 2015 International Residential Code and the Residential Home Builder Study Guide, covering plan reading, sitework and foundations, concrete, masonry, carpentry, roofing, interior and exterior finish, associated trades and OSHA. No Board authorization is needed before booking, and a passing score stays valid for three years..
  2. 2Law / code exam. Pass a law, rules, or code exam. Alabama HBLB Business and Law exam through Prov: 40 questions, 2 hours, 70% to pass, open book against the NASCLA Contractors Guide to Business, Law and Project Management, Alabama Residential Construction edition. This exam is never waived..
  3. 3Exam fee. Pay the exam fee ($130). $130 if the Skill and Business and Law exams are taken on the same day, or $80 for each exam taken on separate days. Testing fees are paid directly to Prov, not to the Board..
  4. 4Application fee. Pay the application fee ($100). Non-refundable new license application processing fee (Ala. Admin. Code r. 465-X-4-.04(3)). It is paid together with the annual license fee in a single payment and is not returned if the application is withdrawn or denied..
  5. 5License fee. Pay the license or certificate fee ($250). Annual license fee of $235 plus the $15 annual Homeowners' Recovery Fund fee, sent with the application as one $350 payment together with the $100 processing fee. The license fee is refunded on written request if the application is rejected or denied. A license limited to residential roofing costs $150 a year and pays no Recovery Fund fee. Cheque or money order only; the Board does not take cash or credit cards..
  6. 6Financial responsibility. Show financial responsibility. Business-related credit report including a public records search, ordered by the applicant at a fee of $35 and sent to the Board directly by the credit reporting agency. There is no net worth or working capital minimum, but outstanding business-related collection or foreclosure accounts must not exceed $500 in total, and outstanding judgments, judgment liens or perfected liens must not exceed $500 in total ($1,000 where the matter is under dispute or on appeal), unless the applicant documents payment, a payment plan or the circumstances to the Board's satisfaction. An application pending more than 90 days may need an updated report..
  7. 7Business license. Obtain a business license. The license is issued to the legal entity that will contract. A corporation, limited liability company or limited partnership files a Certificate of Compliance from the Alabama Department of Revenue, and an entity organized outside Alabama also files a Certificate of Existence from the Alabama Secretary of State. Conducting residential homebuilding through an entity that does not itself hold an Alabama Home Builders license is a violation of the Act..
  8. 8Surety bond. Post a surety bond ($10,000) (if applicable). Required only for a license limited to residential roofing: a surety bond of not less than $10,000 naming the Home Builders Licensure Board as obligee, valid through December 31 of the licensure year and submitted to the Board directly by the surety (Ala. Admin. Code r. 465-X-3-.04(5)). Roofers file this instead of a credit report. Unlimited and limited licenses require no bond..
  9. 9Insurance. Carry the required insurance (if applicable). The Board states that the law regulating residential home builders does not address insurance, so no policy is required for licensure. Other Alabama laws, and most lenders and homeowners, still expect general liability and workers compensation coverage; the Alabama Department of Labor answers questions about workers compensation..
  10. 10Continuing education. Complete continuing education. Renewal condition rather than an entry requirement: six credit hours of Board-approved continuing education each year, two of them in Alabama-specific subjects, taken by the designated qualifying representative where the license is held by an entity. Licenses run for the calendar year and renewal applications are due by November 30 of the preceding year (Ala. Admin. Code r. 465-X-3-.06)..
  11. 11Other. Notarised application on the Board's form (no photocopies), notarized corporate minutes or equivalent naming the designated qualifying representative as an officer, general partner, member or manager, and proof of United States citizenship or lawful presence for every applicant..

Published fees on this path total $480, excluding exam-vendor fees, bonds, and insurance.

How Alabama licenses residential contractors

Alabama residential contractor · “Residential Home Builders License (without limitation, with limitation, or limited to residential roofing)

Statewide license

Issued by Alabama Home Builders Licensure Board

Alabama licenses residential builders statewide through the Home Builders Licensure Board in Montgomery, which is a different agency from the Alabama Licensing Board for General Contractors that handles commercial work. A license is required to construct, remodel, repair or improve a residential structure where the cost of the undertaking including labor and materials exceeds $10,000. There are three tiers: a license without limitation (unlimited), which covers whole houses, work involving more than one trade and residential roofing; a license with limitation (limited), for single-trade work that is not a whole residence; and a license limited to residential roofing. The license is held by the business, not the person: an individual may be licensed personally, but a partnership, corporation, LLC or non-profit must name a designated qualifying representative who is a general partner, officer, member or manager and who personally meets the experience and examination requirements, so an inbound builder applies as or for the entity that will sign contracts. An unlimited license is earned by passing the Alabama Home Builders Skill exam and the Business and Law exam through Prov and by showing business-related financial responsibility through a credit report; Alabama sets no minimum years of experience. The Board publishes one reciprocity rule, naming five states whose residential licensees may skip the Skill exam.

Why Oklahoma has nothing to transfer

Oklahoma residential contractor · “Residential building contractor license or registration (city-issued)

Licensed by cities and counties

Verified September 17, 2026· 14 sources

Issued by No state authority for building contractors; cities register residential builders

Oklahoma issues no statewide residential building, home builder or home improvement contractor license, and the Construction Industries Board says so on its own home page: "General Contractors are not currently required to have a state license in Oklahoma for general contracting. However, trade licenses/registrations are required for performing, or offering to perform, licensed/registered trade work. Further, local jurisdictions should be contacted for any local requirements." What the CIB does regulate is plumbing, electrical, mechanical, roofing, building and construction inspectors, and home inspectors. One of those is genuinely statewide for a residential contractor: roofing. Under the Roofing Contractor Registration Act, resident and non-resident roofing contractors alike must hold a CIB roofing contractor registration before they engage in or offer roofing services anywhere in Oklahoma, which costs $75, runs through a named qualifying party and needs at least $500,000 of liability insurance; failing to register is a misdemeanor. Everything else about housing is local. Oklahoma City registers a Building Contractor (Residential Only) for $100 on insurance alone, Edmond issues a separate residential building contractor license conditioned on current general liability and workers' compensation, and Broken Arrow registers general contractors on a $50,000 liability certificate. Tulsa and Norman license only the trades and leave the homebuilder to pull permits without a city contractor credential. None of these involves an exam, a bond, experience or a financial statement, and none of them gives credit for a license held in another state, so an inbound residential builder registers in each city where permits will be pulled, registers with the CIB if roofing is in scope, and makes sure any plumbing, electrical or mechanical work is performed under the right CIB license.

How local licensing works in Oklahoma

How local licensing works. Oklahoma has no state homebuilder or remodeler license, no state qualifying party for building work and no state reciprocity for it. Statewide residential and commercial building codes are adopted by the Oklahoma Uniform Building Code Commission and enforced by local building departments, so the contractor rules come from each city. Identify the city or county with jurisdiction over the address, register there, and expect to repeat the filing in the next jurisdiction. Two state obligations follow the contractor everywhere: a CIB roofing contractor registration for any roofing work, and a CIB plumbing, electrical or mechanical license for any of that work that is self-performed.

Roofing is the statewide exception. The Roofing Contractor Registration Act "creates a procedure whereby resident and nonresident roofing contractors are required to obtain a valid registration from the CIB in order to engage in or offer to engage in roofing-related services in the State of Oklahoma", and "failure to register is a misdemeanor punishable by a fine of up to $500.00." Registration is $75 initially and $75 to renew each year, and requires a general liability certificate of at least $500,000 naming the Construction Industries Board as certificate holder and specifically covering roofing work, proof of workers' compensation coverage or exemption, the business name registered with the Oklahoma Secretary of State, entity formation documents, and an affidavit of lawful presence. A qualifying party must be at least 18, must be an owner, officer, member or general partner, and must be "actively engaged in the work undertaken by the registrant." Registrations are non-transferable. A residential-only roofer stops there: "roofing contractors who do not perform commercial roofing contractor work and only perform residential roofing contractor work do not need to obtain a commercial endorsement."

Oklahoma City. Development Services registers contractors under Chapter 12 of the Municipal Code. The residential category is Building Contractor (Residential Only), defined as "any person contracting to make or provide any beneficial or valuable change or addition, betterment, enhancement, or amelioration of upon or to any new, proposed or existing structure on private property for which a building permit is required." The filing is a general liability certificate of at least $50,000 per occurrence, workers' compensation of at least $100,000 per occurrence or an Oklahoma Workers' Compensation Commission Affidavit of Exempt Status, an immigration affidavit where applicable, and a $100 registration fee. There is no bond, exam or experience requirement. Electrical, mechanical and plumbing contractors register separately and must show a current CIB state license first; boiler contractors must hold Oklahoma Department of Labor licensure. Development Services, 420 W. Main St., (405) 297-2525.

Tulsa. The Development Services Permit Center "permits all development within the city and registers the licenses of trade contractors", and the city's own guide states that "the State of Oklahoma licenses trade contractors (electrical, fire, mechanical, and plumbing) who must then register with the City of Tulsa." Registration is done on an Account Information and Contractor Registration form whose trade list includes Building, Mechanical, Plumbing, Electrical, commercial fire sprinkler, fire alarm, house moving, demolition, fire extinguisher and suppression systems, and sidewalk, driveway and paving cut work; the state control number field is marked "if applicable", and the account carries an undertaking to provide general liability insurance naming the City of Tulsa as an additional insured with 30 days' notice of cancellation. There is no exam, bond, experience or financial requirement on the form, and the city no longer registers journeymen, apprentices or sign and electrical sign contractors. Permits that require a contractor license must be applied for through the contractor's own portal login. A Residential Fast-Track Program gives one-business-day issuance of residential interior remodel permits for $500 plus the permit fees, by appointment. Permit Center, 175 E. 2nd Street, 4th Floor, (918) 596-9456.

Norman. The city licenses three things and a homebuilder is not one of them. Trade Contractor licenses for electrical, mechanical and plumbing require a current active CIB state license in hand and shown active on the CIB site, plus a driver's license or state ID; they renew annually on notices mailed in mid-February with a 31 March due date. A Sign Contractor license requires a $2,000 corporate surety bond or certificate of deposit on the city's own bond form, renewed annually. A Structure Moving license requires a casualty insurance certificate of at least $100,000 and proof of unified carrier registration or an intrastate license. A residential builder in Norman applies for permits through the online portal and carries no separate city contractor license. Development Services, (405) 366-5339.

Broken Arrow. The Community Permitting and Licensing Division handles residential and commercial building permits, sign permits, zoning cases and contractor registration through the Citizen Self Service portal. The city's General Contractor Registration form asks for four things and nothing else: a current general liability insurance certificate showing the business name and address, naming the City of Broken Arrow as certificate holder, with minimum $50,000 coverage; a current workers' compensation certificate or an Affidavit of Exemption; the City of Broken Arrow named as certificate holder on every certificate of insurance; and a copy of the contractor's driver's license. There is no exam, bond, experience requirement or state license prerequisite, and the form prints no fee, so confirm the current amount before filing. Community Development, P.O. Box 610, Broken Arrow, OK 74013, 918.259-8333, [email protected].

Edmond. Building & Fire Code Services is the one Oklahoma jurisdiction on this page that separates the two tiers explicitly. "Residential building contractors must maintain current general liability and workman's compensation for permit submittal", and a new residential building contractor license is opened by emailing the office the company name, mailing address, contact phone number, current general liability insurance, current workers' compensation and the portal email. A general building contractor license is a separate credential. Trade contractors "are required to hold active city and state licenses" and file their current CIB license and driver's license. Trade licenses expire on 31 July each year, renew from July through August through the portal, and lapse on 1 September if unpaid. No exam, bond or experience requirement is published for either building license. 22 E. Main Street, Edmond, (405) 359-4780.

Everywhere else. Smaller Oklahoma cities and rural counties vary from a full registration program to nothing beyond a building permit. Where a jurisdiction has not adopted a state-recognized code, does not require permits and employs no inspector, a contractor installing, modifying or altering plumbing, electrical or mechanical systems must file a Notification of Work Without Permit with the CIB instead.
