California to Virginia: master electrician license reciprocity

No credit· Start overVerified September 15, 2026· 10 sources

California does not issue a statewide master electrician license, so there is nothing to transfer. Here is Virginia's standard path for out-of-state applicants.

Your origin state does not issue a statewide license at this level, so there is no license to transfer. The destination's standard out-of-state path is shown; expect to meet it in full.

Universal License Recognition for out-of-state masters (all other states)

Your out-of-state credentials give no advantage. You meet the destination's requirements from scratch.

A master electrician licensed by any state without a reciprocal agreement applies on the Tradesman Universal License Recognition form for a 'Licensed Master Electrical (ELE)' license, which DPOR issues without the Virginia trade examination. The Tradesman ULR form requires that the current out-of-state master license has been held for at least one year, that the licensing state required an examination and required education, training or experience to obtain it, that there are no unresolved complaints or pending investigations, and that a Certification of Licensure/Letter of Good Standing dated within 90 days is sent directly by every state board that has licensed the applicant. DPOR reserves the right to require an exam specific to Virginia law (Va. Code 54.1-205). The ULR application fee is $171.75, which includes the technology fee added by 2026 House Bill 30. A master who has held the license less than one year instead files the standard Tradesman Exam & License Application ($171.75), where 'individuals currently certified or licensed as a journeyman or a master by a governing body located outside the Commonwealth' is an accepted qualification to sit the PSI master exam ($125) with no experience documentation; the license verification must show the license number, initial date, expiration, means of licensure and disciplinary history.

Whether DPOR actually imposes a Virginia-law exam on tradesman ULR applicants is not stated in its published materials. The contractor business license (Class A/B/C) is a separate application with its own exams and is not covered here.

How Virginia licenses master electricians

Statewide license

Verified September 15, 2026· 7 sources

Issued by Virginia Board for Contractors, Tradesmen Program (DPOR)

Virginia issues a statewide Master Electrical tradesman license to individuals through the Board for Contractors' Tradesmen Program at DPOR. Under 18VAC50-30-39 a first-time applicant qualifies for the PSI master exam ($125) with one year of practical experience as a licensed journeyman, three years as a Virginia residential tradesman, or nine years of verified practical experience in the trade; the application fee on the 2026 form is $171.75 including the technology fee. A current journeyman or master license from another state is itself an accepted qualification to sit the master exam, and a master licensed elsewhere for at least one year may apply through Universal License Recognition and receive the license without the Virginia trade exam. The Board has master-level examination reciprocity agreements with Alabama, the District of Columbia, Kentucky, Maryland, North Carolina, Ohio and West Virginia. The master tradesman license is a personal qualification; contracting for work over $1,000 requires a separate Class A, B or C contractor business license from the same Board, and the North Carolina and Ohio agreements also cover that business license's exams.

Why California has nothing to transfer

California master electrician

No individual license at this level

Verified September 15, 2026· 10 sources

Issued by Contractors State License Board (contractor licensing only)

California does not issue a master electrician license or any personal electrician credential above the DIR General Electrician certification. The state-level credential above that is a C-10 Electrical Contractor license from the Contractors State License Board (CSLB), which is issued to a business (sole owner, partnership, corporation or LLC) and qualified by a named individual rather than held by the electrician personally, so an out-of-state master electrician has nothing to transfer to unless they intend to contract. A master electrician who only wants to work for an employer needs the DIR electrician certification described at the journeyman level. To contract independently the qualifying individual must document at least four years of journeyman-level or higher experience within the past 10 years, pay the $450 application fee, pass both the CSLB Law and Business exam and the C-10 trade exam through PSI within 18 months, be fingerprinted, post a $25,000 contractor's bond (plus a $25,000 bond of qualifying individual where applicable), carry workers' compensation or file an exemption, and pay the initial license fee of $200 (sole owner) or $350 (non-sole owner) for a two-year license. CSLB's reciprocity program covers contractors licensed for the previous five years in good standing in Arizona, Louisiana, Mississippi, Nevada or North Carolina, but only classifications on the Reciprocal Classifications List: for electrical work the only mapped classifications are Arizona C-11, K-11 and L-11 Electrical, which map to California C-10; Nevada's C-2 Electrical is not mapped (only Nevada C-2d Low Voltage maps to C-7), and the Louisiana, Mississippi and North Carolina entries cover only general building. Where reciprocity is granted CSLB may waive the C-10 trade exam but retains the right to require it, staff determine comparability case by case, and the Law and Business exam, bond, fingerprinting and all other licensure requirements still apply. A DIR electrician certification is not required for a licensed contractor's own work, only for electricians employed by C-10 contractors.
