Moving to Hawaii as a journeyman HVAC technician: every state's rule

Hawaii does not license journeyman HVAC mechanics, HVAC technicians or refrigeration technicians. The Department of Commerce and Consumer Affairs licenses only contractors for this work, through the Contractors License Board's specialty classifications C-52 Ventilating and Air Conditioning Contractor and C-40 Refrigeration Contractor (systems below 50°F), and its directory of boards and programs contains no HVAC or refrigeration technician program; the Board of Electricians and Plumbers licenses only electricians and plumbers. HRS §444-9.5 obliges electrical and plumbing contractors to employ individually licensed workers, but no equivalent rule applies to ventilating, air-conditioning or refrigeration contractors, so their mechanics work under the contractor's license without any personal credential, and no county trade license was found. An out-of-state journeyman or HVAC technician license therefore has nothing to transfer to in Hawaii and is neither required nor recognized for employment, although the Board will accept it as proof of licensure alongside supervisory experience when the holder later applies for a contractor license. EPA Section 608 technician certification is a federal requirement for anyone handling refrigerants and applies in Hawaii as everywhere else. A mechanic who wants to contract independently must qualify for a C-52 or C-40 license, described at the master level.
