Pennsylvania to Colorado: journeyman plumber license reciprocity

No credit· Start overVerified September 16, 2026· 7 sources

Pennsylvania does not issue a statewide journeyman plumber license, so there is nothing to transfer. Here is Colorado's standard path for out-of-state applicants.

Your origin state does not issue a statewide license at this level, so there is no license to transfer. The destination's standard out-of-state path is shown; expect to meet it in full.

Reference only, not legal advice. Rules change; confirm with the licensing board before you apply. Full disclaimer.

Licensure by endorsement (all other states; no reciprocal agreements)

Your out-of-state credentials give no advantage. You meet the destination's requirements from scratch.

Every out-of-state journeyman applies under the same endorsement rule, because the Colorado Plumbing Board has no reciprocal agreements (the word does not appear in 3 CCR 720-1 or on the DPO plumbing pages). Under Rule 1.4(B)(1)(a) and the DPO Licensure Requirements, the applicant must hold an active journeyman-level license issued and regulated by a state (not a city or county) for at least six months, must have obtained it by passing a comparable state plumbing exam based on the current or previous edition of the plumbing code adopted by the Board (the Board adopted the 2024 IPC effective August 14, 2026, so the previous edition is the 2021 IPC; DPO's Licensing Guide phrases this as 'the current or previous version of the International Plumbing Code'), and must have completed a state or federally approved apprenticeship or the four years (6,800 hours) of experience Colorado requires, documented on the Board's Affidavit of Experience forms signed by employers (self-verification is not accepted). The issuing state board completes DPO's Verification of State Licensure form. An applicant who satisfies these conditions is licensed without taking the Colorado exam; anyone who does not (for example a license gained without an exam, on a non-IPC code, or held under six months) applies by examination, where out-of-state hours still count toward the 6,800-hour requirement.

Wording differences between official sources: the DPO Applications page says the comparable exam must be 'based on the currently adopted Colorado Code', while Rule 1.4(B)(1)(a)(2) and the Licensing Guide accept the current OR previous edition of the adopted plumbing code (IPC). The online Journeyworker application still asks whether the applicant passed an exam based on the 2018 or 2021 IPC, which predates the Board's adoption of the 2024 IPC. The six-month holding period appears on the DPO Applications page and is authorized by C.R.S. 12-155-116, but it is not in the rule text. Exam-route applicants pass the PSI exam before applying, as Rule 1.4(A)(1), the online application and PSI's candidate bulletin all state, even though the Applications page still describes approval before scheduling. The $120 application fee is quoted as 'currently' in the DPO Licensing Guide; PSI charges $78 per exam attempt and $73 per retest.

How Colorado licenses journeyman plumbers

Statewide license

Verified September 16, 2026· 5 sources

Issued by Colorado State Plumbing Board (DORA Division of Professions and Occupations)

Colorado issues a statewide Journeyworker Plumber license (its name for the journeyman level) through the State Plumbing Board in DORA's Division of Professions and Occupations; the Board also licenses Residential Plumbers (two years / 3,400 hours) and Master Plumbers, registers apprentices, and registers Plumbing Contractors, which must hold or employ a licensed master plumber. By examination a journeyworker needs four years (6,800 hours) of documented practical experience verified on Affidavit of Experience forms by plumbing contractors or employers, a $120 application fee, and a passing score of 70% on the PSI-administered Colorado journeyworker exam (100 multiple-choice questions, 240 minutes) based on the International Plumbing Code and International Residential Code (2021 editions until November 1, 2026, then the 2024 editions the Board adopted in 3 CCR 720-1 effective August 14, 2026). Out-of-state licensees who meet Board Rule 1.4(B)(1)(a) may instead be licensed by endorsement without the Colorado exam; the Board publishes no reciprocal agreements with any state. The current license period ends on the last day of February 2027; from the cycle beginning March 1, 2027, Colorado issues and renews plumbing licenses for three years. Renewal requires eight hours of continuing education per license year (waived until after the first renewal for new exam licensees).

Why Pennsylvania has nothing to transfer

Pennsylvania journeyman plumber · “Journeyman Plumber (city-issued; no state license)”

Licensed by cities and counties

Verified September 16, 2026· 7 sources

Issued by No statewide plumbing board (Pennsylvania Department of State BPOA); municipal plumbing boards and code offices

Pennsylvania has no statewide plumber license at the journeyman level: none of the Department of State's 29 professional licensing boards covers plumbers or plumbing contractors (the only construction-related board is Crane Operators), and there is no Commonwealth journeyman or master plumber credential. Individual licensing exists only where a city ordinance creates it. Philadelphia's Department of Licenses and Inspections, advised by the Plumbing Advisory Board, issues a Journeyman Plumber License (Philadelphia Code Title 9-1003) that authorizes plumbing work under a licensed master plumber but not running a business: four years as a Philadelphia-registered apprentice (or a similar authorization from another state or local jurisdiction with equal or greater requirements, subject to L&I approval), the ICC Journeyman Plumber Examination referencing the current Philadelphia Code or applied within 12 months of passing, and a $126 annual fee ($25 of that is the non-refundable application fee). Allentown posts 2026 journeyman and master plumber exam applications and licenses the plumbing trade separately from a business license. Scranton's published form is a master electrical/mechanical/plumbing/general contractor application with no journeyman plumber form on that page. There is no state-level reciprocity; Philadelphia's other-jurisdiction clause substitutes for local apprentice registration only and does not waive the ICC exam.

How local licensing works in Pennsylvania

How local licensing works. Pennsylvania does not license plumbers. Each city that licenses the trade does so under its own ordinance through L&I, a plumbing board, or a codes office. Residential plumbing contractors doing $5,000 or more of home-improvement work in a year must also register with the Pennsylvania Attorney General under the Home Improvement Consumer Protection Act; that registration is not a trade license and involves no exam.

Philadelphia (verified). L&I issues Plumber Apprentice, Journeyman Plumber and Master Plumber licenses (trade-license list). The journeyman page, last updated with the Plumbing Advisory Board, is the only plumbing service page opened in full. Scope: drainage, cesspools, traps, waste vents, water piping, and fixtures attached to plumbing elements, excluding gas or electric heaters; work must be under a licensed master plumber; the card does not authorize operating a business. Experience: registered Philadelphia apprentice for a minimum of four years, or proof of a similar authorization from any other state or local jurisdiction with equal or greater qualification requirements, subject to L&I approval. Exam: ICC Journeyman Plumber Examination; must reference the current Philadelphia Code and associated standards, or the application must be filed within 12 months of passing. Photo: 2 in. × 2 in. color. Fees: $126 license ($25 non-refundable application fee applied to that amount; balance due on approval); $126 annual renewal; 1.5% of the license fee per month if more than 60 days late. Apply via eCLIPSE or in person at 1401 JFK Blvd. (Permit and License Center). PLI issues person-held trade licenses in other trades; plumbing exam, fee, experience and whether a journeyman tier exists were not verified. Do not assume Pittsburgh waives a plumber exam.

Allentown. Building Standards and Safety licenses electrical, plumbing and sheet metal trades. Operating a contracting company requires both a trades license and a city business license. No reciprocity language appears on the trades-licensing page. In Philadelphia, document four years (local apprentice or equivalent out-of-jurisdiction authorization) and pass the ICC Journeyman Plumber Examination on the Philadelphia Code (or apply within 12 months of that exam). Elsewhere, expect a separate city application and usually a local or ICC exam. Statewide reciprocity: none.
