New York to Utah: master plumber license reciprocity
New York does not issue a statewide master plumber license, so there is nothing to transfer. Here is Utah's standard path for out-of-state applicants.

Out-of-state applicants without an equivalent master license (standard route with out-of-state experience credit)
Your out-of-state credentials give no advantage. You meet the destination's requirements from scratch.
Applicants whose origin jurisdiction is gray on DOPL's Endorsement to Utah: Master Plumber map (Wyoming, Nebraska, Kansas, Missouri, Pennsylvania, New York and Alaska on the 7/27/2020 map) meet Utah's standard master qualifications: 4,000 hours of licensed journeyman plumber experience as a supervisor, or 2,000 supervisory hours plus an associate of applied science or similar degree from a CHEA-recognized institution (transcripts may verify 2,000 hours). Journeyman hours earned in another state count when documented on the Verification of Supervisory Plumbing Experience for Master Level Applicants form by the employer, with official verification of the applicant's license from the jurisdiction where the hours were obtained. The applicant then passes the Utah Master Plumber Law and Rule Examination (75% or greater) through Prov and submits the DOPL application with the $116 fee. Jurisdictions shown in light blue (Idaho, South Dakota, California C-36, Nevada C-1D, Arizona CR-37, New Mexico MM-1, Oklahoma, Illinois, Indiana, Ohio, Tennessee CMC-A, North Carolina Plumbing Class 1 and Florida Certified Plumbing Contractor) issue contractor licenses with similar scope; an applicant who was the responsible individual who met the licensing requirements on behalf of that contractor may instead qualify for endorsement.
Rule R156-55c-302b requires master applicants to pass only the Utah Plumber Law and Rule Exam, with a score of at least 75%. DOPL's Exam Information page also lists the Utah Plumber Practical Exam for master candidates, except those who already passed it for a Utah journeyman license. The qualifications box on DOPL's 2020 endorsement map, which lists the theory and practical exams, predates the current rule. Out-of-state journeyman supervisory hours count when the employer documents them on the Division's form and the applicant includes official verification of the license from the state where they were earned.

Utah issues a statewide Master Plumber license through DOPL under Utah Code 58-55 and Rule R156-55c, alongside a Residential Master Plumber license limited to residential work. A new master needs 4,000 hours of licensed journeyman plumber experience as a supervisor (or an associate of applied science or similar CHEA-recognized degree plus 2,000 supervisory hours) and must pass the Prov-administered Utah Master Plumber Law and Rule Examination with at least 75%; the DOPL application fee is $116. Utah has no master-level reciprocity agreements. Out-of-state masters whose license is green on DOPL's Endorsement to Utah: Master Plumber map apply by endorsement under Utah Code 58-1-302 after holding the license at least one year, active and in good standing, but 'All applicants will be required to pass the Utah Master Plumber Law and Rule exam.' Several states issue only a plumbing contractor license (light blue on the map); DOPL may endorse the individual who qualified as that contractor's responsible person. Applicants without an equivalent license use verified out-of-state journeyman supervisory hours toward the standard route. Renewal requires 12 hours of approved CE per licensing cycle.

New York does not issue a statewide master plumber license. The Department of State Division of Licensing Services' 35 occupations do not include plumber. The person-held contracting credential is municipal. Westchester County requires a Master Plumber trade license to contract in the county (exam application $50, license and renewal $600; Restricted Master renewal $50 per municipality up to $600); Yonkers sits inside that county. Rochester lists Plumbing Licensing on its Licensed Trades portal without publishing fees.
How local licensing works in New York
How local licensing works. Master plumber licensing is entirely local. A Master Plumber license from one New York city or county does not authorize work in another, and New York State has no endorsement or reciprocity program for plumbers. There is no defaultPath and no agreements array at this level.
New York City. 'Master Plumbers are licensed to perform plumbing work in New York City.' Fees on the DOB master-plumbers page: license $200.00, renewal $150.00, late $50.00 (1–30 days) or $100.00 (31 days or more), seal $50.00 new / $75.00 renewal, term 3 years. Written exam application LIC41 $585; practical exam application LIC42 $530. A separate Master Fire Suppression Piping Contractor license uses the same fee/term schedule but does not cover plumbing work as defined in NYC Admin. Code §28-401.3. Nothing on the landing page describes reciprocity.
Westchester County (including Yonkers). County law: plumbers must hold a Westchester trade license; first step is the licensing examination. Master Plumber exam application $50.00; Master Plumber license $600.00; Master Plumber renewal $600.00. Restricted Master Plumber renewal $50.00 per municipality, $600.00 maximum. Certificate of Competency (shelving) $50.00 per year. Late Master / Restricted Master renewals: $50 (1 Nov–31 Dec), $100 (1 Jan–30 Apr), $200 (1 May–31 Dec); after 31 December appearance before the Licensing Board. Exam/re-exam paid to the testing company (amount unpublished). The plumbing fee table has no 'reciprocal plumber' line (unlike electrical's 'Master and Reciprocal Electrician' on the same page). Yonkers work requires this county Master (or Restricted Master) plumber license.
Rochester. Plumbing Licensing is a listed Licensed Trade with online apply/pay/renew. For NYC, budget the $585 written and $530 practical exams plus $200 license / $50 seal and apply in DOB NOW; confirm experience and insurance on the obtain checklist before sitting. For Westchester, file the $50 exam application and $600 license. For Rochester, Buffalo, Syracuse and Albany, contact the local board — published inbound rules were not verified here.
