Reciprocity with South Dakota (master plumber)
A signed state-to-state agreement. The trade exam is waived; you apply, prove your history, and pay the fee.
The May 2016 agreement between the Iowa Plumbing and Mechanical Systems Board and the South Dakota State Plumbing Commission applies to both the journeyperson and master plumbing licenses. A South Dakota master plumber (South Dakota's 'plumbing contractor' is its master-level individual credential) who obtained the license on the basis of written examination may apply for an Iowa master plumbing license without passing the Iowa master exam, and must agree to abide by all other Iowa laws and rules. The application (online or on the paper Reciprocity Application form) must include a copy of the South Dakota license and a certificate of good standing/license verification from the South Dakota Plumbing Commission, and the applicant must have a non-Iowa resident address when the application is submitted. The Iowa license fee is the prorated three-year master fee ($240 for a full term). The agreement does not extend to the PMSB Contractor license, which a master must still obtain separately to contract for plumbing work in Iowa.
Effective date is given as May 2016 on DIAL's pages; the exact day is not published, so the first of the month is used. Which South Dakota credential the board treats as the master-level equivalent is not stated on DIAL's pages; the parenthetical about South Dakota's plumbing contractor license is an inference from the origin state's license structure and should be confirmed with the board. A South Dakota licensee already residing in Iowa cannot use this route and would use licensure by verification, which requires the Iowa exam. Timeline reflects DIAL's stated review time of up to six weeks.

Iowa's highest person-held plumbing credential is the statewide Master Plumber license issued by the Plumbing and Mechanical Systems Board (DIAL); a master plans and superintends plumbing work, may perform all journeyperson duties, and serves as master of record for a licensed contractor (one contractor per discipline at a time without board approval). A new applicant must be 18, disclose criminal convictions, and pass the Iowa master plumbing exam; to sit for it the applicant must hold either a master plumbing license in another jurisdiction or a journeyperson license with two years of journey-level experience. The exam is approved by the board ($35 application) and administered by Kirkwood Community College ($95 per attempt as listed on the master page, 75% to pass). Iowa's only reciprocity agreement is with South Dakota for plumbers licensed by written exam; masters from all other states are admitted directly to the Iowa master exam on the strength of their license. The separate Contractor license ($250 plus $150 registration per three-year term, with $500,000 liability insurance and a $5,000 bond) is required to contract for plumbing work as a business. Licenses run three years (current period ends June 30, 2029) with a full-term fee of $240 and eight hours of continuing education per term.
