Colorado to Oklahoma: journeyman HVAC technician license reciprocity

No credit· Start overVerified September 15, 2026· 8 sources

Colorado does not issue a statewide journeyman HVAC technician license, so there is nothing to transfer. Here is Oklahoma's standard path for out-of-state applicants.

Your origin state does not issue a statewide license at this level, so there is no license to transfer. The destination's standard out-of-state path is shown; expect to meet it in full.

Reference only, not legal advice. Rules change; confirm with the licensing board before you apply. Full disclaimer.

Out-of-state HVAC journeyman (all states; no published reciprocity partners)

Your out-of-state credentials give no advantage. You meet the destination's requirements from scratch.

CIB publishes no mechanical reciprocity partner list, so every out-of-state HVAC or refrigeration journeyman uses the same route. Under OAC 158:50-9-4.1 a journeyman from a state without a reciprocal agreement (or from a jurisdiction with only local licensing) may request exam equivalency; if the Board has previously approved that jurisdiction's exam as substantially similar, the Oklahoma journeyman exam is waived on a certified letter from the home jurisdiction showing a current license in good standing, the license category, an exam score of 70% or higher and no pending discipline. CIB does not publish which jurisdictions' exams are approved. Otherwise the applicant files the Application for Mechanical Examination with notarized experience affidavits and a copy of the out-of-state license, documents three years of verifiable experience in the category (out-of-state experience counts if lawfully obtained), pays $75, and must pass the HVAC/R journeyman exam through PSI. A current out-of-state license in the same classification may also expedite processing under OAC 158:50-9-1(b)(1)(I). Federal EPA Section 608 certification is required separately to handle refrigerants.

The rules mention that the Board 'may enter into a reciprocity agreement with another state' with substantially equivalent requirements (OAC 158:50-9-6(d)), but no signed mechanical agreement, partner state or reciprocity form appears on any CIB page, unlike the electrical and plumbing programs; some third-party sites claim HVAC reciprocity with Texas, Arkansas, Kansas or New Mexico, but no CIB page lists such an agreement (Kansas and New Mexico do not issue a statewide HVAC journeyman license). The CIB mechanical pages do not mention EPA certification; the federal requirement applies regardless.

How Oklahoma licenses journeyman HVAC technicians

Oklahoma journeyman HVAC technician · “Mechanical Journeyman (HVAC/R Unlimited or Limited)”

Statewide license

Verified September 15, 2026· 6 sources

Issued by Oklahoma Construction Industries Board (CIB), Mechanical Division

Oklahoma issues statewide mechanical journeyman licenses through the Construction Industries Board (CIB) under the Mechanical Licensing Act. The HVAC/R Unlimited category has no size limit; HVAC/R Limited covers cooling up to 25 tons and heating up to 500,000 Btu/h per appliance; both include refrigeration, sheet metal, natural gas and related process piping, and stand-alone Refrigeration, Sheet Metal, Natural Gas Piping and Process Piping journeyman categories also exist. A new applicant needs three years (6,000 hours) of verifiable experience in the category while employed by a licensed mechanical contractor, with approved trade-school hours substituting for up to two years, pays $75 ($25 application plus $50 initial license) and passes the PSI exam with 70% ($92 per portion). CIB's rules allow written reciprocity agreements and a case-by-case exam equivalency for licensees of jurisdictions whose exam the Board has approved, but CIB publishes no list of mechanical reciprocity partners or approved jurisdictions. Journeymen must work under a licensed mechanical contractor, renew annually in their birth month, and complete six hours of continuing education every 36 months.

Why Colorado has nothing to transfer

Colorado journeyman HVAC technician

Licensed by cities and counties

Verified September 15, 2026· 8 sources

Colorado has no state HVAC license at any level; the Department of Regulatory Agencies licenses electricians and plumbers but no mechanical, heating, air conditioning or refrigeration trade, and the Pikes Peak Regional Building Department's exam notice states plainly that 'Colorado does NOT have a state license for the building or mechanical trades.' Journeyman-level HVAC credentials exist only where a city or regional building department issues them. Denver issues Heating and Ventilating Journeyman and Refrigeration Journeyman certificates (4 years / 7,000 hours of field experience plus the ICC F31 Journeyman Mechanical exam, $40 for three years), and the Pikes Peak Regional Building Department in Colorado Springs and El Paso County issues a Heating Mechanic IV (HVAC Service Technician) license for technicians employed by a licensed mechanical contractor. Most other Colorado jurisdictions license only the contractor and require no card for employees. An out-of-state journeyman HVAC license is not recognized by Denver, which does not reciprocate certificates from other states, or by PPRBD, which accepts no out-of-state exams; the applicant must document experience locally and pass the ICC exam each jurisdiction uses. EPA Section 608 certification is required nationwide to handle refrigerants.

How local licensing works in Colorado

How local licensing works. There is no state HVAC board; each city, county or regional building department decides whether to license mechanical workers and contractors under its own building code, and most use ICC National Standard exams administered through Pearson VUE ($100 per exam). Passing an ICC exam is not itself a license, and jurisdictions decide individually whether to honor it.

Denver. Community Planning and Development issues person-held Heating and Ventilating Journeyman and Refrigeration Journeyman certificates. Each requires 4 years (at least 7,000 hours) of field installation experience through an apprenticeship or on-the-job training, proven by notarized letters from employers or clients covering projects completed within the last 10 years, plus a passing letter for the ICC #F31 National Standard Journeyman Mechanical exam submitted within 90 days of application approval. The certificate fee is $40 and it renews every 3 years. Denver states that it 'does not accept or reciprocate contractor licenses and/or certificates from other counties or states.'

Colorado Springs and El Paso County (Pikes Peak Regional Building Department). PPRBD issues individual Heating Mechanic licenses: Heating Mechanic I (Fitter) for gas piping after 1 year of experience, and Heating Mechanic IV (HVAC Service Technician) for repairing and servicing HVAC equipment while employed by a licensed Mechanical Contractor A, B, C or D. Applicants pay a $50 application fee and a $10 annual license fee, pass the ICC National Standard Journey Mechanical exam (W31) where applicable, and hold combustible gas indicator and carbon monoxide detection instrument certificates; the Licensing Committee and Board of Review approve each application after a judicial record check. PPRBD accepts only ICC exams passed on or after January 1, 2016 and states that 'no out-of-state exams will be accepted.' Heating Mechanic IV renewal requires 6 hours of approved technical training.

Other jurisdictions. Denver's and PPRBD's pages were the only individual HVAC worker licenses verified for this entry; other Colorado jurisdictions (for example Aurora, Fort Collins, Boulder County and Jefferson County) generally license mechanical contractors only and were not checked for journeyman cards.

Out-of-state holders. Neither Denver nor PPRBD publishes a reciprocity or endorsement path for journeyman licenses from other states. An arriving journeyman should expect to document experience with notarized letters and pass the ICC journeyman mechanical exam for each jurisdiction that licenses individuals.
