Pennsylvania to West Virginia: journeyman HVAC technician license reciprocity

West Virginia has no signed HVAC technician reciprocity agreements, but an applicant licensed in another state does not normally take the West Virginia exam. Under 42CSR34 section 15.1 the Commissioner of Labor 'in his or her discretion, may grant licenses of the same classification without examination' to technicians licensed or otherwise authorized by a state whose requirements are equivalent to West Virginia's, on satisfactory proof of qualifications including compliance with W. Va. Code 21-17-3(a) and payment of the license fee. Separately, the Review and Credential Acknowledgement Procedures Act (W. Va. Code 21-17-3) obliges the Division to issue the license when the applicant has held a similar out-of-state license for at least one year, met that state's education and examination requirements, is in good standing with no revocation, surrender or pending complaint, has no disqualifying criminal record and has established West Virginia residency; W. Va. Code 21-16-3 likewise directs the Commissioner to expedite licenses by endorsement or reciprocity for holders of substantially equivalent licenses. The applicant requests the R.E.C.A.P. forms from the Licensing Section ([email protected], 304-356-3928), files the HVAC Technician application with proof of the origin license and of at least 2,000 hours of HVAC work, training and experience (West Virginia's own minimum), and pays the $75 annual fee; a person whose experience was earned in a state that does not license HVAC work may be licensed without examination on two years of experience under 42CSR34 section 15.2 and W. Va. Code 21-17-4. Applicants who cannot meet these conditions take the Prov exam ($59.95, 70% to pass).
The section 15.1 waiver is discretionary ('may') and requires equivalent origin-state requirements; the RECAP route is mandatory but adds a one-year holding period and West Virginia residency. The Division's pages do not name any state as equivalent or non-equivalent, and no separate reciprocity fee is published (W. Va. Code 21-17-10 caps any RECAP fee at the original application fee). An applicant licensed only by a city or county has an 'other authorization to practice' that the rule treats like a state license. The residential-technician fee is $50 on the Division's fee page and FAQ but $60 in 42CSR34 section 10.2; the agency's published $50 is used here.

Statewide license

West Virginia issues a statewide HVAC Technician license through the Division of Labor under W. Va. Code 21-16 and rule 42CSR34; since January 1, 2016 every person performing heating, ventilating and cooling work must hold an individual Division of Labor license, and W. Va. Code 21-16-9 bars cities and counties from requiring any other HVAC license. The HVAC Technician is the state's full-scope person-held credential (residential and non-residential systems, work without supervision) and is the equivalent of a journeyman card; a limited HVAC Residential Technician license and an HVAC Technician-in-Training registration also exist. A new applicant documents at least 2,000 hours of HVAC-related work, training or experience (by records or sworn affidavit; a military HVAC course substitutes for veterans), pays the $75 annual license fee, and scores 70% on the computer-based WV HVAC Technician exam given by Prov ($59.95, International Mechanical Code based); licenses run one year and renew for $75 with a $25 late fee. Out-of-state technicians have two routes that waive the written exam: 42CSR34 section 15.1 lets the Commissioner license, without examination, a technician licensed by another state with equivalent requirements, and the Review and Credential Acknowledgement Procedures Act (W. Va. Code 21-17-3) requires licensure of a person who has held a similar out-of-state license for at least one year, met that state's education and exam requirements, is in good standing and has established West Virginia residency; a person with two years of HVAC work in a state that does not license the trade can qualify on experience under 21-17-4. The Division publishes no bilateral reciprocity agreements for technicians. EPA Section 608 refrigerant certification is a separate federal requirement.

Licensed by cities and counties
Pennsylvania has no statewide HVAC license at any level: none of the Department of State's 29 licensing boards covers heating, air-conditioning, refrigeration or mechanical work, and the only state-level credential touching the trade is the Attorney General's Home Improvement Contractor registration, which registers businesses doing residential work and involves no exam. Journeyman-level HVAC licensing exists only where a city ordinance creates it, and most cities do not: Philadelphia and Pittsburgh license no HVAC journeyman (Philadelphia's only person-held HVAC-related license is the Sheet Metal Technician license for ductwork, and Pittsburgh's Mechanical/HVAC Trade License is a master-level credential under which employees work unlicensed). Reading issues a Journeyman Mechanical Installer license based on a four-year apprenticeship and the ICC Journeyman Mechanical exam, and Erie's ordinance defines a mechanical journeyman by completion of the ICC Journeyman Certificate Exam. An out-of-state HVAC journeyman license has no state-level recognition in Pennsylvania; Reading will issue a reciprocal journeyman license ($150) to holders of an equivalent license from a first-, second- or third-class city with standards equal to its own, and otherwise the technician works as an employee of whatever contractor holds the local license. Federal EPA Section 608 certification is required everywhere in the state for anyone who handles refrigerants.
How local licensing works in Pennsylvania
How local licensing works. Pennsylvania licenses no HVAC workers at the state level, so each city decides for itself whether to license the trade, and licensing is done under local ordinances by city trade boards or code offices. Most municipalities require only a permit pulled by a contractor plus the statewide Home Improvement Contractor registration for residential work.
Philadelphia. No HVAC or mechanical license of any kind. Mechanical permits must be performed by a business holding L&I's general Contractor License ($126 a year, insurance and OSHA 30, no exam), and 'sheet metal work must be performed by a registered sheet metal technician or apprentice employed by the contractor'. The Sheet Metal Technician License ($189 for three years) is the only person-held HVAC-related credential; it requires a completed U.S. DOL or state-registered sheet metal apprenticeship (8,000 hours of work plus 800 hours of instruction) and has no exam and no out-of-state provisions.
Pittsburgh. No journeyman license. The Mechanical/HVAC Trade License is issued to an individual who passes an ICC master mechanical exam and shows four years of experience; other workers perform mechanical work as employees under a licensee.
Reading. Issues a Journeyman Mechanical Installer license ($50 a year). Applicants must be employed by a registered mechanical contractor and registered with the Pennsylvania apprenticeship bureau, complete a four-year approved apprenticeship with at least 216 hours of instruction per year (or eight years under a registered mechanical contractor), and pass the ICC F31-N Journeyman Mechanical exam or its successor. A reciprocal journeyman license ($150, including a one-time reciprocation fee) may be issued to the holder of an equivalent license from a first-, second- or third-class U.S. city issued by an equivalent board with standards equal to Reading's; the applicant attaches the other jurisdiction's current requirements. Reading's list names Harrisburg, Philadelphia, Scranton, Lancaster and Pittsburgh and 'most, if not all, surrounding states with a state license'.
Erie. The Bureau of Building Standards and Safety issues master licenses for Mechanical and HVAC Installers and a separate Refrigeration license, and the contractor licensing ordinance defines a journeyman as one qualified 'through formal apprenticeship, on-the-job experience and after successful completion of the International Code Council (ICC) Journeyman Certificate Exam', with apprentices completing 8,000 working hours and 800 classroom hours before testing. Scranton and Altoona license HVAC/mechanical contractors at the master or business level (see the master level) and have no journeyman license.
Out-of-state holders. No city publishes a reciprocity path for out-of-state journeyman licenses except Reading, whose reciprocal license depends on the origin credential coming from a city (or a state) with equivalent standards. Elsewhere a journeyman from another state simply works for a locally licensed contractor.
