West Virginia issues a statewide HVAC Technician license through the Division of Labor under W. Va. Code 21-16 and rule 42CSR34; since January 1, 2016 every person performing heating, ventilating and cooling work must hold an individual Division of Labor license, and W. Va. Code 21-16-9 bars cities and counties from requiring any other HVAC license. The HVAC Technician is the state's full-scope person-held credential (residential and non-residential systems, work without supervision) and is the equivalent of a journeyman card; a limited HVAC Residential Technician license and an HVAC Technician-in-Training registration also exist. A new applicant documents at least 2,000 hours of HVAC-related work, training or experience (by records or sworn affidavit; a military HVAC course substitutes for veterans), pays the $75 annual license fee, and scores 70% on the computer-based WV HVAC Technician exam given by Prov ($59.95, International Mechanical Code based); licenses run one year and renew for $75 with a $25 late fee. Out-of-state technicians have two routes that waive the written exam: 42CSR34 section 15.1 lets the Commissioner license, without examination, a technician licensed by another state with equivalent requirements, and the Review and Credential Acknowledgement Procedures Act (W. Va. Code 21-17-3) requires licensure of a person who has held a similar out-of-state license for at least one year, met that state's education and exam requirements, is in good standing and has established West Virginia residency; a person with two years of HVAC work in a state that does not license the trade can qualify on experience under 21-17-4. The Division publishes no bilateral reciprocity agreements for technicians. EPA Section 608 refrigerant certification is a separate federal requirement.
