West Virginia has no signed HVAC technician reciprocity agreements, but an applicant licensed in another state does not normally take the West Virginia exam. Under 42CSR34 section 15.1 the Commissioner of Labor 'in his or her discretion, may grant licenses of the same classification without examination' to technicians licensed or otherwise authorized by a state whose requirements are equivalent to West Virginia's, on satisfactory proof of qualifications including compliance with W. Va. Code 21-17-3(a) and payment of the license fee. Separately, the Review and Credential Acknowledgement Procedures Act (W. Va. Code 21-17-3) obliges the Division to issue the license when the applicant has held a similar out-of-state license for at least one year, met that state's education and examination requirements, is in good standing with no revocation, surrender or pending complaint, has no disqualifying criminal record and has established West Virginia residency; W. Va. Code 21-16-3 likewise directs the Commissioner to expedite licenses by endorsement or reciprocity for holders of substantially equivalent licenses. The applicant requests the R.E.C.A.P. forms from the Licensing Section ([email protected], 304-356-3928), files the HVAC Technician application with proof of the origin license and of at least 2,000 hours of HVAC work, training and experience (West Virginia's own minimum), and pays the $75 annual fee; a person whose experience was earned in a state that does not license HVAC work may be licensed without examination on two years of experience under 42CSR34 section 15.2 and W. Va. Code 21-17-4. Applicants who cannot meet these conditions take the Prov exam ($59.95, 70% to pass).
The section 15.1 waiver is discretionary ('may') and requires equivalent origin-state requirements; the RECAP route is mandatory but adds a one-year holding period and West Virginia residency. The Division's pages do not name any state as equivalent or non-equivalent, and no separate reciprocity fee is published (W. Va. Code 21-17-10 caps any RECAP fee at the original application fee). An applicant licensed only by a city or county has an 'other authorization to practice' that the rule treats like a state license. The residential-technician fee is $50 on the Division's fee page and FAQ but $60 in 42CSR34 section 10.2; the agency's published $50 is used here.

West Virginia issues a statewide HVAC Technician license through the Division of Labor under W. Va. Code 21-16 and rule 42CSR34; since January 1, 2016 every person performing heating, ventilating and cooling work must hold an individual Division of Labor license, and W. Va. Code 21-16-9 bars cities and counties from requiring any other HVAC license. The HVAC Technician is the state's full-scope person-held credential (residential and non-residential systems, work without supervision) and is the equivalent of a journeyman card; a limited HVAC Residential Technician license and an HVAC Technician-in-Training registration also exist. A new applicant documents at least 2,000 hours of HVAC-related work, training or experience (by records or sworn affidavit; a military HVAC course substitutes for veterans), pays the $75 annual license fee, and scores 70% on the computer-based WV HVAC Technician exam given by Prov ($59.95, International Mechanical Code based); licenses run one year and renew for $75 with a $25 late fee. Out-of-state technicians have two routes that waive the written exam: 42CSR34 section 15.1 lets the Commissioner license, without examination, a technician licensed by another state with equivalent requirements, and the Review and Credential Acknowledgement Procedures Act (W. Va. Code 21-17-3) requires licensure of a person who has held a similar out-of-state license for at least one year, met that state's education and exam requirements, is in good standing and has established West Virginia residency; a person with two years of HVAC work in a state that does not license the trade can qualify on experience under 21-17-4. The Division publishes no bilateral reciprocity agreements for technicians. EPA Section 608 refrigerant certification is a separate federal requirement.

South Carolina has no state journeyman HVAC license. The LLR Contractor's Licensing Board licenses mechanical contractors (entities qualified by an individual qualifying party) for air-conditioning, heating and refrigeration work over $10,000, and the Residential Builders Commission licenses Residential HVAC Installers and Repairers for residential work over $500; neither chapter of the contractor law creates a journeyman or technician credential, so an HVAC technician who is not a contractor works under one of those licensees with no state license. The journeyman-level credential that does exist is the trade certification card of the SC Mechanical Trades Certification Program, run since 1965 by the Municipal Association of South Carolina (the association of the state's cities) and, since January 1, 2026, by the Carolinas AGC Foundation; the program's own page says the card is not a license and must not be represented as one. No reciprocity or out-of-state acceptance is published for the journeyman card, so an arriving technician should expect to apply to CAGC ($35 application, PROV exam) if a local jurisdiction or employer requires a card. EPA Section 608 certification is federal and required of everyone handling refrigerants regardless of any South Carolina card.
How local licensing works in South Carolina
How local licensing works. State law licenses contractors, not technicians: S.C. Code § 40-11-30 requires a Contractor's Licensing Board license (Mechanical Contractor with the Air Conditioning, Heating, Refrigeration or Packaged Equipment classification) for mechanical contracting work whose total cost exceeds $10,000, and Chapter 59 requires a Residential Builders Commission license for residential heating and air-conditioning work over $500. Employees of those licensees need no state credential. The Contractor's Licensing Board home page lists no journeyman license, and the Residential Builders Commission licenses the Residential HVAC Installer and Repairer, not a journeyman.
The trades certification card. The SC Mechanical Trades Certification Program was created in 1965 by the Municipal Association of South Carolina to give municipalities a common examination and certification for the mechanical trades. MASC handed the program to the Carolinas AGC Foundation on January 1, 2026; cards issued by MASC remain valid until the expiration printed on them, and CAGC now issues verification letters. CAGC charges a $35 application fee ($35 to re-test), uses PROV as its exam provider, and states that the card 'should not be confused with' the LLR mechanical contractor or residential specialty licenses and that a holder will not represent the card as evidence of a license. The master-level HVAC card, the HARV (Master Mechanical) certification issued by exam by MASC between September 7, 2013 and December 2025 or by CAGC after January 1, 2026, is accepted by LLR as a technical-exam waiver for the Mechanical Contractor Air Conditioning and Heating classifications and for the Residential HVAC Installer and Repairer license, which is the card's main statewide use. Technicians should ask the local building department where they will work.
Out-of-state holders. Neither CAGC nor MASC publishes reciprocity for journeyman licenses from other states, and LLR's waiver agreements apply only to contractor-level exams. An out-of-state journeyman or HVAC technician can work for a licensed South Carolina contractor without any state credential and, if a card is required locally, applies to CAGC.
